Gurrowa Place will deliver the restoration of the Franklin Street Stores, new community amenity, and the creation of a new public open space at Market Square.
Located south of Queen Victoria Market car park, three responsively designed, climate-resilient buildings offer a mixed-use precinct with workspace, authentic Melbourne dining and retail as well as a dynamic mix of student, build-to-rent and affordable housing.

This report sets out an assessment of the floorplates proposed by Lendlease (known as T1 Commercial and T2 Residential) for this development of the Southern Development Site of the Queen Victoria Market.
The scope of the assessment is to:
1. Summarise State policy as it relates to the proposal to include housing and commercial office uses in this location;
2. Identify the role of the site in meeting demand for residential and commercial;
3. Identify industry or planning scheme minimum standard requirements for residential and commercial developments;
4. Provide benchmark examples of other relevant, recent comparable developments, in particular around the floorplate requirements, and a comparison to the proposal at the Queen Victoria Market Southern Development site.
