Between 1982 and 1989 Graeme was commissioned to conduct a series of conservation studies for the City of Melbourne. The studies included The Central Activities District Conservation Study (CAD), Little Bourke precinct conservation study, Conservation analysis, Regent Theatre, Kensington and Flemington Conservation Study, North & West Melbourne Conservation Study, South Bank architectural and historical study and Twentieth Century Architecture. As part of this project a series of 6,316 images were taken of inner city buildings with varying historical significance, providing a catalogue of built heritage as it evolved.In 2015 City of Melbourne Libraries secured funding to digitise and publish this collection. The funding came via the Local History Grants Program delivered by PROV (Public Record Office Victoria). Until 2018 the images had remained in the private collection of Graeme Butler but are now available publically as a complete collection in the City of Melbourne Libraries digital Heritage Collection. Scanning was carried out by Sarah Butler-Chesher.
