GRAEME BUTLER 1983, CONSERVATION STUDY FOR THE CITY OF MELBOURNE OF NORTH AND WEST MELBOURNEGrading as at 1985 : APeriod : Early Victorian (1873-1874)Grantee : T B Payne 1852History- This building was formerly the Exchange Hotel built in 1873. Charles Wright, who owned a number of other hotels in the metropolis, was the owner for at least 20 years and during that time he leased it to such licensees as John Beynon, Samuel Ackerley, William Hawkins and John Gulliver.Description- A two-storey, stuccoed masonry former hotel with a deeply bracketted cornice. Dog-tooth panels are set between the brackets, on the entablature, which is terminated by foliated modillions. Quoining follows the upper corners of the building whilst smooth rustication predominates at the lower level. A string-mould underscores both cast-iron and cement balustrading to the three balconettes associated with the arched secondary windows and the central serlian-pattern triple lights. Foliated segment-arched pediments are supported on Medieval flavoured pilasters over the side windows, whilst a triangular pediment with acroteria is elevated over the flanking minor-light cornices. Segment-arched and architraved windows and doors are universal at the lower level, whilst unusual two-panel cellar doors were located beneath one window. Dog-toothed door heads and arcaded windows are original joinery elements. This relatively Mannered façade possesses an impressive detail arranged in an unusual, but balanced fashion, given the use-type and age of the building.Integrity - Both doors have been replaced (originally four panel, deeply moulded doors) as have the cellar doors.Streetscape - An isolated building facing the Flemington Road boulevard. Significance - Architecturally, of State-wide importance, given the excellence of the details and composition as judged within its use-type and enhanced by its early date. Historically, of local importance, given its former use and its placement on the Flemington Road, along with a number of other hotels: being close to the Hay and Horse markets and on the way to Geelong, Bendigo and Ballarat.Recommendations –Restore four-panel entrance doors and cellar doors as photograph held by NMA;repaint in original or typical colours;consider zoning provisions to preserve use and form.References:(RB= Rate book; D= Melbourne or Victoria Directory)1.
