Smith (3).2.2 The 3 Storey brick building has cement work pilasters and parapet and sills, the openings with contrasting cream brick flat arches and a linking band of cream brick at impost level -one course of cream brick, one course of black and another of cream, and the same at sill level:, the body of it being in red brick. The ground floor has been painted out in grey. The name, Advertising House, is visible on the strip between the 2nd and 3rd storey. The date, 1888 A.D. is in the cement of the central pediment. The building is a refined essay in the late eclectic manner, quite neat polychrome brick work. The two upper levels of pilasters have a plinth and then the main body of the pilaster, each with a recessed panel in the face, a motif deriving from Michelangelo, and then a different Corinthian capital on each storey. The parapet treatment is quite deep with a cornice supported on paired brackets which have a panel on the face and, on top of that, a fairly simple parapet which must have once had an urn on either side and has a raised pedimented central portion with the date tablet. On the ground floor the present doorway is the original one but next to it there seems to be a central arched opening (a wider opening with segmental arch) and then on the right hand side where there is now only a small square window another opening has been bricked up which once had a curved arched head. Although the central opening is now a door to a substation seven feet wide it seems never to have been a door originally as it was not cut down to foundation level.2.3 The building is a refined essay in the late eclectic manner, with neat polychrome brickwork, which is unusual because polychrome brickwork is normally associated with Gothic. The original painted sign `Advertising House’ and other painted decoration is still intact.3 RecommendationThis building is owned by the Commonwealth of Australia and therefore not subject to the Historic Buildings Act. The Building should be included on the Historic Buildings Register on the basis of architectural significance. The shell of the building only need be specified. The building should be further protected by planning controls under the Third Schedule of the Town and Country Planning Act (refer Streetscape No.8)Footnotes(1) M.C.C.
