Grading as at 1983 C; 1991 - 13 D, 15 C because 13 alteredPeriod : Victorian-era (15- 1878, 13- 1887)Grantee : S G King 1865___________________________GRAEME BUTLER 1983, CONSERVATION STUDY FOR THE CITY OF MELBOURNE OF NORTH AND WEST MELBOURNE.History- Although these row houses were built separately (15 Chapman Street in 1878 and 13 Chapman Street in 1887), they were both owned by William Kelly, a carter who also lived in 15 until at least 1895. He rented the other house to James Anderson, an engineer and John White, a draper.Description- A pair of two-storey, stuccoed brick parapetted row houses with two-level cast-iron verandahs. A simple gabled entablature adorns the parapet (typically so for the early date of 15) whilst the iron balustrade panels were first patented in 1876 by Angus MacLean, the local iron founder; the fence is of iron pickets.Integrity - 13 has been defaced: iron fence, friezes and balustrade panels have been removed, the lower window has been replaced as has the lowerbressumer; 15 is generally original,. except for replacement of the door.Streetscape - contributing part of the Chapman Street residential precinct.Significance -Architecturally, an early row house of this form, but limited integrity makes it of local importance only.Historically, the residences of professionals, shop owners and skilled labourers in the 19th century: of local interest.Recommendations - Restore 13 with 15 as a basis; repaint in original or typical colours;use ogee gutters.
