During that time the hotel was expanded in 1920-1 to provide for modern dining and greater capacity in a matching wing added to the north. Soon after this expansion, the Great Western Hotel was operated by a family who were known nationally in boxing circles, the Urens. How is it significant? The Star of the West Hotel, later Great Western Hotel at 204-208 King Street, is significant historically, socially and aesthetically to central Melbourne. Why is it significant? The Star of the West Hotel, later Great Western Hotel at 204-208 King Street, is significant.Historically and sociallyThe hotel is significant for its representation of the role local hotels have served as valuable social meeting places throughout the 19th and 20th centuries particularly in the mid 19th century when they served as gathering places, social hubs, meeting venues and for inquests as was the case with this hotel. Hotels occupied most street corners in Melbourne Town in the historically important gold (1850s) and immediate post-gold eras (1860s-70s) but now around 20 remain from this period: the Great Western Hotel is expressive of one of those key development eras.RarityThere is a small number of well-preserved hotels that predate 1875 and fewer of visibly stone construction in the Melbourne Central business District. Bluestone construction is a hall mark of early Melbourne architecture and was not typically used after the 1860s when the growth of the Italian Renaissance revival style meant more rendered or stuccoed brickwork for external walls. The Great Western Hotel expresses this distinctive mode of construction on its western and southern façade and, particularly so, on its eastern face.AestheticallyThe Colonial Georgian style of the Great Western Hotel and the documented ornate ground level (bar and dining room windows) are key elements from 19th century Melbourne architecture as, on the one hand, a preamble to the general application of the Italian Renaissance revival style to commercial and public architecture, and on the other, an example of a particularly ornate ground level elevation that has been documented and can be reinstated within t he existing fabric.Historical associationsThe hotel has close associations with the owner- builder May family of Northcote, highly regarded today for their bluestone construction and pioneering role in the development of inner Melbourne from the 1840s also the nationally prominent boxing Uren family who achieved notoriety during their tenure at this hotel soon after its expansion in the 1920s.Contributory elementsThe contributory elements within this property include, but are not restricted to, external fabric from the key construction dates (1864-, 1920-1) and any new material added in sympathy to the original fabric it replaced:· two-storey parapeted Colonial Georgian style façade to King Street and Little Bourke Street;· external walls are of brick (1920) and blue stone (1863-4) which has either been painted over (rear) or cement rendered (front and side, 1921);· Georgian ornament in the form of a cornice moulding at he parapet, and pilasters at ground level, dividing off the façade windows and entry to the bar from those of the dining for the room;· mouldings and quoining at the upper level survives around openings and at existing and former façade corners, as either quarry-faced stone (1863-4 wing) or cement render, emulating stone, on the 1920-1921 wing;· double-hung sash timber framed windows at the upper level are typical of the Victorian-era and are placed uniformly in the original side and front facades, four on each, with the added two upper level windows on 208 King Street on the 1920s addition;· rear (east) wall of built from coursed random basalt rubble with dressed stone margins to two windows, each with six-pane double-hung sashes;· early brick rear skillion-roof service wing, with a squat corbelled-top chimney in the corner, occupies the lane and Little Bourke Street corner, on quarry faced stone footings; and· bluestone kerbing abuts the site along the lane.RecommendationsThis report recommends that the building and associated land at 204-208 King Street, Melbourne, should added to the Schedule to the Heritage Overlay as Clause 43.01 of the Melbourne Planning scheme, and management outlined in the local policy (Heritage Places Within The Capital City Zone, Clause 22.Paint colour control only is recommended for the schedule.CONTEXT (WITH GJM HERITAGE) 2020, HODDLE GRID HERITAGE REVIEWStatement of SignificanceWhat is significant? The two-storey hotel building at 204-208 King Street, Melbourne, built in 1864 and extended in c1920.Elements that contribute to the significance of the place include (but are not limited to):• The original building form and scale• The c1920s addition• The original loadbearing brick walls (later rendered and painted) and pattern of fenestration including pilasters, corner quoins, cornices and parapet, window openings with quoins and projecting sills and rear wings to Brown Alley; and• The original or early double hung timber frame windows.Later alterations made to the street level facades and the steel profile sheeting above the parapet are not significant. How it is significant?204-208 King Street is of local historic, representative and social significance to the City of Melbourne. Why it is significant? The former Great Western Hotel is historically significant as a substantial early-Victorian purpose-built hotel in Melbourne. It operated continuously as a hotel for 153 years, from 1864 to 2017, initially under the name the Star of the West Hotel, and from 1892 to 2017 as the Great Western Hotel. Additions in the c1920s were associated with and provide evidence of the continued operation of the hotel under new liquor licensing requirements that required provision of adequate accommodation and other facilities. (Criterion A)The former Great Western Hotel at 204-208 King Street is significant as a largely intact example of a substantial early Victorian hotel building on a prominent corner site. The building façades retain characteristic architectural features of the Victorian Italianate style, albeit in a restrained and rustic manner with minimal decoration or design sophistication. Extended and modified in the 1920s, the addition replicated the building’s original form and detail to create a ‘seamless’ extension to the north along King Street, while the original building remains legible. The former Great Western Hotel iscomparable with other examples of HO listed hotels in central Melbourne with similarly early construction dates and long history of use as a hotel. (Criterion D)The former Great Western Hotel is of social significance for its long connections with the city, serving as a social meeting place for a diverse clientele for more than 150 years. For city workers, and the legal and media fraternity, the Great Western Hotel served as a place to meet, socialise and share stories. Regarded as ‘old-fashioned’, it attracted a clientele seeking the simple traditional pub-style – a bar, good beer, and simple, modestly-priced food. Closure of the hotel in October 2017 was marked by many regulars with farewell visits and online posts expressing a strong sense of connection to the hotel and an appreciation of its ambience, offering a traditional pub style then rare amongst city hotels. Built in 1864 on a prominent corner site, and extended in the 1920s, the former Great Western Hotel operated as a hotel for 153 years, from 1864 until 2017..SITE HISTORYThe land comprising 204-208 King Street, Melbourne forms part of Crown Allotment 19, Block 18, first purchased by Alexander Davidson of Sydney for £117.0s.16p in 1838 (CoMMaps; ‘Plan of Melbourne' 1838; DCSLV 1839).The subject building, a two-storey brick corner hotel with bluestone quoining, was built in 1864 for P J Martin, esquire (CoMMaps; Argus 21 October 1868:3; S&Mc 1864). Opening by December 1864, it operated continuously as a hotel for over 150 years, firstly as the Star of the West Hotel from 1864 until 1892, and then as the Great Western Hotel from 1892 until its closure in 2017 (S&Mc 1865, 1892; Argus 20 December 1864:8). Established in 1864, the subject building continuously served as a pub for over 150 years until its recent closure in 2017.The Star of the West Hotel, addressed as 172 King Street in the 1860s, originally comprised two narrow rectangular built forms (on allotments 204-206 King Street), each with a single entrance and window and separated internally by a party wall, with an attached outbuilding on the southern elevation (see Figure 1 and Figure 2). In 1868 tenders were called for the hotel to be painted (Argus 21 October 1868:3). .….(Note: this differs from Graeme Butler & Associates 2017 based on title not just rate data)REFERENCESAge, as cited.Argus, as cited.Australian Death Index (ADI), 1787-1985, registration no 7894, http://www.Ancestry.com.au, accessed online 22 February 2019.City of Melbourne Interactive Maps (CoMMaps) 2018, http://maps.melbourne.vic.gov.au/, accessed 4 December 2018.Cooke, A C 1882, ‘Melbourne’, State Library of Victoria (SLV) online collection, accessed online March 2019.Halla, K J c1972, ‘King Street east [and] Little Bourke Street north’ State Library of Victoria (SLV): Halla Collection of Negatives: views of East Melbourne, Fitzroy, Melbourne and North Melbourne, Accession no: H36133/504, accessed online 13 March 2019.Herald, as cited.Department of Crown Lands Survey Victoria (DCLSV), issuing body, 1839. It appeared by the evidence that the deceased, John Looby, a farmer, aged 57 years, came to town from Lillydale on the 2nd instant, for the purpose of receiving a quarter's pension at the rate of 2s. a day-, to which he had become entitled after 21 years' service in the British army, during the latter portion of which period he held the rank of color-sergeant. On the evening of the day in question he called at the Star of tho West to see Tierney, with whom, it seems, he had some previous acquaintance. At about half-past 10 o'clock the same night three young men, who happened to be standing at the corner of the street, just opposite the hotel, saw Tierney and the deceased standing at the door, the latter with his back to the street, 'They appeared to be engaged in a quarrel, as one of the witnesses stated that Tierney was talking in a loud and angry tone. Suddenly Tierney put both his hands against Looby's breast, and pushed him violently backwards into the street. The door-step of the hotel being raised about 9 inches above the footpath, the man's head came down upon the pavement with a great crash, and the blood began to flow in a stream from his ear. When picked up and taken inside the bar of the hotel, he was insensible, but, according to the evidence of a police-constable, whose attention was called, to the circumstance, he after wards recovered sufficiently to walk up-stairs, to his bedroom. As, however, he afterwards seemed to get worse, he was removed to the hospital in' the course of the same night. There he lingered in a semi-conscious state un til yesterday, when he died. A post-mortem examination disclosed a fracture at the base of the skull. The account given of the matter by Tierney in the] first instance, when questioned respecting it by the police, was that Looby fell over the step in leaving the hotel. The jury found a verdict of manslaughter against Michael Tierney, who was, therefore, committed for trial, bail being accepted in two sureties of £100 each, and himself in £200. First, he was unlucky enough to be born a southpaw, which in his case the promoters considered an unpardonable sin…Havilah fought all the best lightweights in the country, both local and Imported, but was never lucky enough to get a title for himself other than that of 'Jonah,' Some of the fighters Havilah fought and beat were Billy Grime, Harry Stone, Eugene Volaire, Salviuo Jamlto, Nutty FairliaU, Jack Joeseph, while he holds the distinction of being one of the few who outpointed Digger Evans and was one of two Australians to lick Tenario Pelky. Twice he stopped the Filipino (who afterwards fought for a world's title and outpointed him once. Havilah Uren broke into the fight game by winning the bantam division of a tournament at Auburn, New South Wales, the same night as Sid Godfrey made his start ill beating Vince Blackburn In the lightweights. It Is a strange coincidence that oil the same night Havilah's brother, Tommy, beat Fred Kay for the welter title of Australia. After a flying start as a bantam, 'Hav.' went up to the lightweights, and in no time had the scalps of Stone, Jamito and Volaire on his belt. It was at about this time that his being a southpaw was used as an excuse to keep him out of the game in the main stadiums. After three years of trying in vain to get among the lightweights and some real money, he stepped up to the welters. Harry Casey had caused a sensation by stopping a Lonsdale belt holder ill Ernie Rice, and Havilah stopped Casey in 13 rounds set the seal to his ability for once and all. He carried oil with the big shots until 1927. His last fight was against Billy Grime in Melbourne Just before Billy left for America.KEPT HIS BALANCEHavilah had travelled so far along the hard road that as soon as he got into the real money he made a prisoner of every penny, so that by the time he was ready to quit the game he had enough to go into business. His first venture was the Melbourne Hotel, in a little place called Kelso, near Bathurst. Alter about two years there he shifted to the Commercial Hotel, Narromine, where he stayed only six months before he went on to the Bogan Gate Hotel, Bogan Gate. That was his last move in the tall timbers, for he came to Melbourne then and took the Great Western Hotel in King Street, and now he is at South Melbourne quenching the thirsts of his patrons in the George Hotel. Only 39, Havilah still keeps himself in trim, and Is possibly one of the best-preserved leather-pushers to quit the game. The upper floor retains the expression of the shop and hotel, separately expressed via the fenestration but the lower floor retains no such remnants from its previous era. The pilasters now appear out of place and the recently imposed dado presents a foreign horizontal element half way up the ground floor storey height. The superposition of the corner motif, on the parapet, is a ludicrous gesture and, though it is easily removed, its existence accentuates the total abuse already suffered by the rest of the facade.
