GRAEME BUTLER 1983, CONSERVATION STUDY FOR THE CITY OF MELBOURNE OF NORTH AND WEST MELBOURNEGrading as at 1985 : CPeriod : Federation: c1905 (1901?)Grantee : A Flanagan 1859Statement of SignificanceHistory - The name Flanagan is linked with the early life of this hotel, from its emergence as a 'residence and bar, stone house of seven rooms' in 1866-7. Andrew Flanagan, the building contractor and councillor, (Refer to 1 Carroll Street) owned the hotel and Michael Flanagan was its licensee. After 1880, other owners were Michael Sexton, a Mrs. Walsh who owned other hotels in the metropolis., and the Castlemaine Brewery. Their licensee was John Stephens) who was there until after 1900's. As late as 1893-4, the building was described as a 'Stone Hotel, eight rooms’. Sometime early this century the hotel was rebuilt in brick over a larger site by presumedly the Carlton Breweries, successors to Castlemaine Brewery.Description - A two-storey, parapeted face brick and stucco hotel building with its major frontage of two bays facing Queensberry Street and an overall form reminiscent of the earlier building. Roll mouldings in terracotta and stucco are used as string and plinth moulds around the building under the plain stucco cornice.Integrity - The brickwork and stucco have been painted, windows altered at ground level and doors replaced.Streetscape - an isolated but sympathetic design to the nearby and earlier 19th century row houses, precincts in Capel and Peel Streets.Significance - Architecturally, painted and thus the original austere juxta-position of natural brick and stucco has been obliterated, although the form remains as a good streetscape element, relating to earlier buildings: of local importance.Historically, an early and continuing hotel site. exemplifying the original form of the former building.Recommendations - strip paint or repaint to match original red brick and stucco as desired.References:(RB= Rate book; D= Melbourne or Victoria Directory)1.RB1867-68, 121; 1875-76, 137; 1880-81; 138;2 D. 18883.1890-91, 1384.D. 1899-19005 RB 1893-4, 1396 See BW 31 (1896); occupies half present Peel Street frontage___________________________RESEARCH ADDED BY GRAEME BUTLER 2025__________________________________________________NEWSPAPERS (TROVE)1901Richard B. Olive, of North Melbourne, was called to the Sir Robert Peel Hotel., at the comer of Queensberry and Peel streets. On going there he saw a man named Cornelius Price on a seat in the bar, apparently dead. The man was taken into the bar parlor, and an ambulance sent for. Price was then taken to the Melbourne Hospital but on examination he was pronounced by Dr. Silberberg to be dead. James Hunter, .who was in deceased's company - In the bar, informed Con stable Olive that Price was In seemingly good -health, and was discussing tho Newmarket Handicap, when he suddenly collapsed, and his head fell on his chest. Some brandy was given to him, but without effect, as he never moved or spoke afterwards.Deceased, was a single man, 58 years of age, a blacksmith by occupation, and had boarded at the Sir Robert Peel Hotel for 25 years. The body is now at the Morgue, where an autopsy will be made.
