GRAEME BUTLER 1983, CONSERVATION STUDY FOR THE CITY OF MELBOURNE OF NORTH AND WEST MELBOURNEGrading as at 1991 : BPeriod : Early Victorian (Built: 1863)Grantee : D Lyons 1852History- A watchmaker, William Mitchell, owned these premises from their construction in 1863 until after 1895. For the first 20 years, Mitchell operated his own business, working from 99 and 99-101 between 1875 and 1885, after which both were leased. His first tenant was another watchmaker, John Richardson (1863-1870), and later there were bakers, tailors and a bookseller: Malcolm Hunter, George Bailey, Thomas Archer.Description- A two-storey, parapetted stuccoed brick shop and residence pair with timber shop fronts. Ornament consists of a small, scrolled parapet entablature and cornice, bracketted side-wall protrusions which correspond with rusticated or quoined pilaster-strips at the corners and dividing each shop, architraved upper openings and timber shop fronts flanked with pilasters and possessing unusual, carved (timber?) foliation in the shopfront-arch spandrels.Integrity - The street verandahs have been removed ,. the shopfront and door taken from 101 and the door glazed in 99.(verandahs may have been added prior to 1896).Streetscape - Contributive part of a hiahly cohesive commercial streetscape, matching 93-7, 89.Significance- Architecturally, typically restrained but well composed ornament for its early construction date, the pair possess unusual details such as the foliated decoration to the arcade spandrels and a timber shopfront which is uncommon in the metropolitan area, given the early construction date. It is also part of a streetscape: of high regional significance.
