GRAEME BUTLER 1983, CONSERVATION STUDY FOR THE CITY OF MELBOURNE OF NORTH AND WEST MELBOURNEGrading as at 1985 : BPeriod : Mid Victorian (1896-1897)Grantee : W Phillippe 1853History- Richard Bowen, a timber merchant for whom this house was built in 1896-7, was the founder of the large timber firm Bowen and Pomeroy which is still operating in Henderson Street, North Melbourne. The business was situated in Dryburgh Street, corner Arden Street, and by 1897, the present partnership with Pomeroy was established. Richard Bowen occupied this house until after 1905, having arrived in Melbourne from Hasket in the mid 1890s. (Refer to 20-2 Lothian Street and 24-26 Lothian Street).Description- An asymmetrically planned, gable and hipped roof, stuccoed brick house with a gabled cast-iron verandah and an overall Italianate form but with substantial Medieval elements. The latter includes the drip-moulds to the paired arched openings and the carved gable barge boards, whilst the cast-iron patterns and eaves bracketting are still derived from the Classical. Cast-iron picket fencing with capped corner posts are further decorative elements.Integrity - New tiled roof and removal of gable decoration at verandah (foliation), but otherwise near original.Streets cape - A major part of the dominantly gabled and red brick streetscape of 20-32 Lothian Street.Significance- Architecturally, transitional style villa design with the encroaching Medieval influence visible on the Italianate form and the earliest part of a streetscape which shows the culmination of this stylistic change: of regional importance. The car slddded, and this was followed by a bursting tyre. CARRIED ON BY TRUSTEES.Accounts to be Passed.An application in the estate of the late Mr. Richard Bowen, of Chatswood avenue, Brighton, timber merchant, was made to the Chief Justice (Sir William Irvine) in the Practice Court yesterday. Mr. Bowen died in October 1924, and his estate consisted largely of shares in the company known as Bowen and Pomeroy Pty. Ltd., timber merchants, North Melbourne. The executors asked leave to pass their accounts before the chief clerk of the Supreme Court up to June 30, 1930, and for the allowance of commission to them on the passing of the accounts. Mr. Hudson (instructed by Messrs. Abbott, Beckett, Stillman, and Gray) appeared for the executors. John Poer and William James Perry; and Mr. Spicer (instructed by Messrs. Oldham and Oldham) appeared for Miss Annie Ursula Poer, guardian of the infant daughter of testator (Catherine Mary Bowen) and for John Richard Bowen, son of testator, who were defendants to the proceedings. The originating summons first came before the late Mr. Justice Weigall on March 6, 1920, when accounts up to February 28, 1926, were passed before the chief clerk. The affidavit of John Poer, of Belgrave, and William James Perry, of Florence avenue. Kew, managing law clerk, set out that since the passing of accounts in 1926 they had continued to carry on the business of Bowen and Pomeroy Pty. Ltd. in conjunction with the trustees of the estate of Redmond Pomeroy, the only other shareholder in the company. The business, which had an annual turnover of many thousands of pounds, had required constant attention, and a considerable amount of time had been devoted by them to the business. Mr. Spicer said that there was a matter to which he desired to direct attention. There were provisions in the will by which £10,000 was to be set aside for the daughter of testator. That sum had never been set aside, and the guardian of the daughter was uncertain at the moment about the precise position of the estate. Mr. "Hudson said that an affidavit, supplementary to the affidavit which had been filed, had been prepared. That supplementary affidavit would be used on the hearing before the chief clerk. It would then be available to Mr. Spicer. The order asked for by the trustees was thereupon made by the Chief Justice.
