RESEARCH ADDED BY GRAEME BUTLER 2022:__________________________________________________DATE: 1891;ASSOCIATIONS: Miller, Albert;DESIGNER: Salway, William;BUILDER: Crawford & Smith.GRAEME BUTLER 1989, LITTLE BOURKE STREET PRECINCT CONSERVATION STUDYStatement of SignificanceShops and Residences175·181 Russell StreetHistoryBuilt: 1892Financier, Edward Miller, (Iater Sir Edward and son of Henry 'Money' Miller), resided in Studley Park Road Kew, and occupied offices on the second floor of Ludstone Chambers: 352 Collins Street, in the company of William H. Septimus, and Arthur Miller.5 Miller commissioned Crawford Smith to (build to) the design of William Salway in 1891.6 The next row to the north of 175-181 was built in 1890. also for Miller (185-197).His brother. Albert, managed this property into the 1890s with the mainly Jewish tenants including Leopold Lieber (clothier), Feodor Kaufmann, Isaac Lucas and C. Rich in the first decade. One exception was 175, the Chun Woo Cafe run by Ching Clap Kang (1) and before him. Charles Sam.7Around five years after Albert's death in 1915, individual shops were sold off, mainly to existing tenants such as clothiers Abraham and Samuel Mitchell (179-181) or ethnic equivalents such as Leong Hip at 177.8 Jeweller and music retailer, Benjamin Davis, owned and occupied 175.9 and Victor Wildman replaced Leong Hip before 1940,10 despite continued Chinese occupation (Mee Chun, later Mee Chun Tea Co.). 11 The Hong Kong and City Strand cafes were in 179-181 during the 1950s. –A general valuation increase around c1905-1910 may account for Edwardian pattern upper windows. 13DescriptionPossessing a restrained Renaissance revival (almost Greek in character) cemented upper elevation, the row is distinguished by the large window areas, surviving parapet urns and uncommon fluted pilasters dividing each shop. The parapet urns are atypically near complete. The shopfront plan of 175 is of the 19th century (recessed entry) but the shopfront is new and unsympathetic.Street verandah fixings are visible on 181, 187 and at the kerb. The rear elevation is near original, with face red brick and stone sills and 175 has a large timber-framed show window possibly from the early 1900s.External IntegrityWindows replaced in the Edwardian period (11), shop fronts and canopy (175- 177) new. Numerous intrusive signs have been added along with air units, grilles and one sympathetically shaped canvas awning on 181.StreetscapePart of a cohesive 19th and early 20th century commercial upper-level streetscape.SignificanceNear original at the upper level and hence the row expresses both its construction period and that of the street elevation also largely original at the rear frontage (Bullen's Lane). By its largely Jewish-German early occupants, it concurs with the trend in the rest of this block's Russell Street frontage.Contributes to precinct.Notes:6. BA5187,9/9/19917.
