The library was first located at 12 - 18 Meyers Place, Melbourne.Colin Watson was foundation Vice President of FOLA, foundation Regional Librarian of the Dandenong Valley Regional Library Service in Victoria, Vice President of the Australian Library Promotion Council and held numerous other library positions over more than 40 years. He was orated in 1999 in recognition of his outstanding contribution to the development of librarianship in Victoria, to the development of the Friends of Libraries movement and to library promotion in general, throughout Australia.
