GRAEME BUTLER 1983, CONSERVATION STUDY FOR THE CITY OF MELBOURNE OF NORTH AND WEST MELBOURNELORNE TERRACE, ROW HOUSES,465-71 QUEENSBERRY STREET, NORTH MELBOURNEGrading as at 1985: APeriod: Late Victorian (1884)Grantee: Allison and KnightHistory- Besides these row houses, John Stedeford, who was the owner for nine years after their construction in 1884, developed other property in the area. He lived in Howard Street, West Melbourne until 1886 when he moved to St Kilda. (see 19 Howard Street, 279-285 Victoria Street and 473-483 Queensberry Street) The occupants appear to have been tradesmen and unskilled workmen, e.g. Maurice Aarons (slipper maker) 892, James Buchanan (carpenter) 1890 ; Richard Williams (tailor) ; Robert Moore (labourer) 1890 ; Robert Williams (turncock)Description- An elegant design using an uncommon parapetted form in stuccoed masonry. The lower level arcade is placed on fluted iron columns with iron pickets, whilst the upper level used paired, architraved and segment arched windows set centrally within the consequently large wall space below the cornice. A shop and residence is skilfully used to terminate the row, with a splayed corner and blind upper light placed over a corner ingo, with two arched entry points. Segment arched show window, at ground level, provided the transition between upper and lower window shapes, Ornament is sparse and skilfully placed, generally as hood moulds.Integrity - Generally original.Streetscape- Important corner element to a significant residential precinct, matching the adjacent Blanche Terrace (473-483 Queensberry Street)Significance- Architecturally, high architectural importance as a relatively uncommon row house form-type ; a skilful combination of commercial and residential uses; a subtly elevated design in distribution of ornament, void and solid; and an important streetscape element : of State importanceHistorically, occupied by local shopkeepers and manufacturers, and one of two major development in the street by John Stedeford; of local importanceRecommendations - Repaint in original or typical colours; consider zoning provisions to maintain original use and form i.e. rezone to Residential A.References:(RB= Rate book; D= Melbourne or Victoria Directory)1. John Stedeford. Deceased had not been in good health for some time, and took to his bed about six weeks ago. He was one of St. Kilda's oldest councillors, and represented that municipality on the Tramway Trust, of which at one time he was chairman. He was born at Bishop-Auckland, County of Durham, England, in 1842, and arrived in Melbourne in 1852. He was familiar with the early history of the State, both as regarded Melbourne and the Bendigo districts. Cr. Stedeford owned consider able house property in the city and suburbs, including several tenements in Queensberry-st., North Melbourne. De ceased was 71 years of age at his death. The interment took place in the St. Kilda Cemetery at 3 p.m., on Wednesday….The Age (Melbourne, Vic. : 1854 - 1954)Wednesday 23 April 1913 - Page 9https://trove.nla.gov.au/newspaper/article/199432179The flag at St. Kilda town hall was half- masted yesterday on account of the death early that morning of Mr. John Stedeford chairman of the Cable Tramway Trust, a councillor of the city, vice-chairman of St. Kilda police court bench, and a very old colonist, having arrived in 1852. Mr. Stedeford, who lived at Bendigo in the early days, was 71 years old 'and had been in bad health for some months. in February after 24 years service in the council, he got two months' leave of absence, saying,-he hoped, the rest would set him right, and that, if it did not, he would retire.He had been a successful contractor years ago, but had long given up business. In association with Mr, E. D. Duskatt he was one of the liquidators of the Metropolitan Bank. Mr. Stedeford was a considerable property owner in North Melbourne and St. Kilda, where he lived in Loch-street, represented the West ward, and was very much respected.He was mayor of St. Kilda in 1897-98. The funeral will take place to-day at St. Kilda cemetery.
