LTD 1976 FOR HISTORIC BUILDINGS PRESERVATION COUNCIL; MELBOURNE: THE AREA BOUNDED BY VICTORIA, SPRING, LONSDALE AND SWANSTON STS (source 77): 98-Built for Mr. Glencross who occupied the building from 1888 (1).2 Architectural2.1 Described in the 1888 rate book as `brick house, two shops and workshop, two flats’. (1)2.2 2 storey elaborate eclectic building, originally accommodating two shops, two flats, a workshop and house. There are deeply projecting consoles supporting a cornice at the top of the ground floor. Nine column pedestals with vermiculated panels support the 3 major pilasters marking out the bays and between them the 3 pilasters of each paired window. All these pilasters are fluted, carrying Corinthian capitals, on top of which are foliated scrolls in the case of the windows and moulded scrolls or consoles in the case of the main pilasters, which is a mannerist device. Hoods over these windows which rest on these scrolls consist of paired triangular pediments which flatten out at the centre and at each side. The top cornice of the building is supported on long brackets consisting of a leaf at the bottom and a moulded upper part, with dentils in between carrying the cornice proper which is interrupted by square blocks above each of the main scrolls, and on the face of each block is a bearded half man half lion's head and on top of that a course of vermiculated work with 4 slightly higher blocks which must originally have carried some sort of urn. The cornice continues around the west end of the building, where there is one additional pilaster with capital and scrolls.2. The building is very strongly in the manner of Norman Hitchcock. The whole ornamental treatment is extremely dense and links with his Jewish News Building, Faraday St., Carlton, Victoria Buildings, Smith Street, Fitzroy, and has to be regarded as a particularly fine example of his (or, less likely, someone else's) work.3 RecommendationThis building is owned by the Commonwealth of Australia and therefore is not subject to the Historic Buildings Act. The building should be included on the National Estate Register on the basis of architectural significance. The shell of the building only need be specified. The building should be further protected by planning controls under the Third Schedule of the Town and Country Planning Act.Footnote(1) M.C.C.
