The additions are to be In steel, concrete and brick to floors measuring 60ft x 170ft. and the height when completed will be 96ft to the parapet.The height limit prescribed for buildings in the subsidiary city streets, such as Flinders lane. In the original draft of the City Council's new building regulations was 82ft 6ln, but this limitation was not legalised because architects and property owners raised objection. and submitted evidence that with modern fire-resisting methods of construction tho risk of a conflagration could b« very much reduced. This will make one of the biggest ware houses in Flinders lane.FOUNDED THE BUSINESS :Mr Allen was tho founder of the business. He began as a manufacturers' agent in Flinders street In the year 1880-Some years later he moved to Ramsay place, which is at the back of the present premises. Ten years later he moved into these premises. Mr Allen Is proud of the fact that he still retains some of the agencies that he started with In 1880. He Is a Y.M.C.A, worker, and was treasurer of the funds for the now building.For 12 years he was a city councillor, being the representative of the Latrobe Ward.ENTHUSIASTIC ARCHERHe takes a keen Interest In archery, and has a club of enthusiasts at his home, "Kooyong," Gladstone parade, Elsternwick. Two years later he disposed of his interests to- Mr. Gilmore and went to England. On his return to Australia, he founded the firm of Richard Allen and Company. His eldest-son, Stanley Anketell, admitted later. In. 1904 the name of the firm was changed to Richard Allen, Son. and Company. Three years later the business was formed into a limited proprietary. Mr. Allen being appointed governing director and his two sons. Stanley Anketell and Henry . George, directors. In the same year Mr. Allen was elected councillor of the City of Melbourne. His widow is the oldest daughter of Rev. A. M. Henderson, of Melbourne. He was a member of the Athenaeum Society, and took a keen interest in motoring, .shooting, golf, and archery. Mr Allen, who would have celebrated his 87th birthday next month was born in County Sligo, Ireland. He served his apprenticeship in the softgoods business with the firm of Joseph Lyons, of Sligo. He came to Australia at an early age, and, after having gained colonial experience, he returned to Ireland and obtained several agencies, some of which his firm still retains. Upon his return to Australia, 49 years ago, he began business in Bourke Street as a general agent. Later Mr Allen accepted a position as traveller to the firm of McArthur, Sherrard and Copland, after which he became manager for Sargood, Son, and Company. He established his own business in Flinders lane in 1880. As head of the business he spent 64 years of his life in Flinders lane. He took a keen interest in his work until a few weeks before his death. His two sons, Messrs S. A. and H. G. Allen, are co-directors of the firm. For many years Mr Allen was a director of the Eagle Star, and British Dominions Insurance Company.Mr Allen was a supporter of the Young Men’s Christian Association, and he was largely instrumental in raising the money for the new building. He was elected to the City Council as a representative of the Latrobe Ward in 1907, and he remained on the council until 1922, when he resigned because of advancing years. His hobby was archery, and his club met regularly at his private residence, Kooyong, Gladstone parade, Elsternwick.Mr Allen married a daughter of the Rev. A. K. Henderson, a former minister of the Collins Street Congregational Church. He had been a widower for many years. His daughter is Mrs. C.
