GRAEME BUTLER 1983, CONSERVATION STUDY FOR THE CITY OF MELBOURNE OF NORTH AND WEST MELBOURNEGrading as at 1985: DPeriod : Edwardian (1904)History- Mary-Ann Bowen, who lived at 28 Lothian Street, was the owner of these houses which were built in 1904, probably as an investment. It is likely that she was the wife of timber merchant Richard Bowen. (Refer to 28 Lothian Street and 20 Lothian Street)Description - A gabled-parapet, face brick row house pair with cast-iron verandah supports, friezes, brackets and a bull-nose roof profile. The parapet has pepper-pot bartizans, engaged symmetrically about the gable apex and supported by scrolls on either side. Like 20-2, these are derived from Medieval styles, where the cast-iron friezes exhibit geometric patterns, unlike the Classical fretted foliation.Integrity - What was presumably a timber picket fence has been removed, otherwise the pair is generally original.Streetscape - Part of a concentration of gabled-parapet, row houses (20-32 Lothian Street) presumably linked with the same developer-architect and sharing a common sloping site.Significance- Architecturally, reinforced by 20-28 Lothian Street, this pair exhibits the comparatively short-lived use of Medieval styles on the row house form: of regional interest. Historically, significant as part of a development by North Melbourne timber merchants, Richard Bowen, later Bowen and Pomeroy.Recommendations –• Replace timber picket fence;• repaint trim in typical or original colours.• consider zoning provisions to maintain use and form.References:(RB= Rate book; D= Melbourne or Victoria Directory; BW= Melbourne and Metropolitan Board of Works property service file)1.
