The City of Melbourne has had a long-established role in planning, advocacy, and the coordination and delivery of services, to develop health in community. The review of residents' health status, their social and physical environment, and the major issues that prevent them from achieving a high level of health was used as the basis for developing the five specific health goals and their strategic objectives for the 1991-93 Health Plan.
