In Paris a small boy discovers a red balloon, which has magical powers and a mind of its own. Following him everywhere, the balloon's abilities prove to be disruptive. A gang of neighborhood youths try to capture the balloon and their pursuit of the boy and his balloon leads to the climax, in which balloons from all over Paris come to the boy's aid.
