Prior to the closure of Bourke Street on Monday, 13th February 1978, for the creation of a shopping mall, the City Engineer's Department received an approval from the Council for conducting the "Before-and-After" Traffic Study of the effects of the Bourke Street Mall on the traffic movements within the City Area.
